With more than twenty years of experience across national security, international development, and finance, he helps organizations navigate uncertainty in fragile and rapidly changing markets. His work focuses on how investor confidence, political dynamics, and community legitimacy shape the viability of projects and long-term value creation. Before launching Pax, Kevin served in senior roles at USAID, the Department of Defense, NATO, and the private sector, where he led multi-million-dollar portfolios and helped shape approaches to stabilization, conflict prevention, and frontier market investment. He specializes in political risk, conflict-sensitive investment, stakeholder alignment, and strategies that help companies and investors operate more responsibly and resiliently in challenging environments.
